Pate said the system wanted to protect itself rather than help Smith. “It proves in fact that that is what was happening. They were trying to curtail the number of uses-of-force because it didn’t look good.”

This woman should have been in an inpatient hospital where they are “equipped” to keep a person safe from suicide through these kinds of means. It is worth noting that such people are now being sent to jails and prisons because there are so few hospital beds in these days of austerity.
